When finished, the Fort Bliss army base expansion project will include $3-billion in construction and will double the residence size of the 1.2-million acre post to support more than 30,000 soldiers. The phase I was involved in was an addition to the Biggs Army Air Base, which incorporated new roads, trails, barracks, offices, and storage buildings. My tasks for the project were varied but all design features had to conform to federal standards for force protection and anti-terrorism measures, as well as regulations with regard to land surrounding an airport.
